4) Police because they know they can't get away with it

It is at this point quite obvious this is not going to stop no matter who is in the oval office or in Congress or anything else. Anarchy is the essence of destruction and it has to be stamped out BEFORE it literally takes over the entire country which means your neighborhood. Who is better suited to deal with it?
