I think culture still matters in college basketball. I mean it counts so much 'cause it can bring teams together, build trust, and attract talented players. But it shouldn't overshadow skill and hard work. Culture is essential, but it's just one piece of the puzzle for success. Culture is equally or even more important, even during these sad times when 75% of your roster turns over every season. Culture is knowing which players to avoid in the portal, who are only portaling for selfish reasons to go somewhere and be "the man." There are schools with limitless $ and resources to collect talent, but only a strong culture will ensure that all those talented pieces fit.
