Here's how I see it.
First, I spent over a decade as a high school back judge, and what comes into play is not only what the defender does, but also whether the pass was considered catchable, and also the game situation.
To point one, there is no question the defender made improper contact. he clearly grabbed the hips, then one shoulder of the receiver.
However, the pass came in a bit high, so the receiver should have jumped to make a play on it. Instead, the receiver did not appear to know where the ball was, and I am sure that influenced the official.
Finally, officials really are reluctant to be seen as deciding the game, and after having a review which put a second pack on the clock (
yes it was the right thing to do) they did not want to appear to be giving Baylor yet another play to try to tie the game or win on a touchdown and 2 point conversion.
I think the biggest part was the receiver not showing awareness of the ball. Without that the official could decide it was not catchable, even though in that case he should have called defensive holding.
