Clinton and Obama are politicians by vocation as much as profession. They may be in a different party than Trump, but they recognize his skill in winning the White House twice, both times against intense media efforts and all kinds of dirty tricks by the Democrats.
They respect his skill.
W, on the other hand, was rich and privileged his whole life, and believed his mom and dad when they essentially told him the Bushes were meant to rule America for its own good.
W's two terms were largely ineffective in actually making things better for Americans or improving our world role. Trump had a generally successful first term, and is in position to do even better in his second term. What's more, Trump effectively ended the GOP's fascination with Bushes. No matter which Bush you look at, Trump has made them as popular as the Edsel, obsolete dull and worthless.
W will always despise Trump for revealing that about the Bush family.

It's really, really hard and really, really expensive to get rid of people who are likely GS12 and above. These aren't private sector employees that you can fire or downsize.
Additionally, people that high up tend to (by tend to I mean almost certainly in 99.9% of cases) have security clearances and replacing them can take eternity and cost a fortune.
The government is a lot like the private sector in that there are a LOT of great employees who do really great work. There's also plenty of room to cut.
Anyone expecting a mass firing on day one is going to be disappointed. Not only is that not how GS jobs work it's also not a desirable outcome. I expect a lot of downsizing but at the GS5/6/7 levels, I also expect an announcement of "mass layoffs" from both sides trying to garner political points.
