This is fraud not money laundering. Congress passed and Presidents signed these budgets and continuing resolutions that kept the monies flowing. Big win for Trump pulling back the curtain on the fund allocations. Maybe come budget time they'll actually do a budget instead of a continuing resolution, and they'll be serious about reviewing the items being funded, not just USAID, but all of it.
It becomes money laundering when it ends up back in the hands of the democrat politicians.

I'm not seeing the laundering angle. That's fraudulent use, not "cleaning" ill-gotten money. Our tax dollars were obtained legitimately and disbursed in a legitimate process to USAID. What happened after that is the problem and needs to be investigated. In other words, the money wasn't dirty, how it was ultimately used was.
Technically speaking you are probably right. In a not so technical view, laundering to me is like:
Taxpayer>Treasury>usaid>ngo> left's business buddies>donations back to the big guy (or other politicians)
... And they are always sure 1 or 2% goes to a photo opp with poor little poverty kids.

USAID to Country A Charity
Country A Govt $ to Dem owned company
It's a shell game that I would bet goes many layers deep across countries. Favors and money are expected in return. Taxpayer gets hosed.
