I believe the premise is that it would be developed with America and Arab allies. He's smart enough to know that America can't just go in and take it over. Arab countries would also have ownership stakes. As would Israel.
As for JR's two cents - Israel standing on its own. Let's be real, they've already won. Now all the hostages and resettlement are just window dressing. Israel will not let Hamas back in. This is a solution for everyone, and you can bet the Hamas leaders will be owners as well.
I don't initially want any part of the middle east, but if anything is going to succeed, a joint venture does stand a chance. I'll at least wait to see what he can negotiate. And I'm quite sure he already has commitments from Saudi and Qatar.

Everything they (and others) have said about his Gaza comments was said about his promise to move our Embassy to Jerusalem. "Arab world will never stand for it....it'll spark war forever.....etc...." It was a shibboleth, a premise so large that it shaped the whole issue. What did Trump do? He ignored the experts and hit it head on. And it crumpled. It was all BS bravado.
Dude has correctly identified that the 2-state solution hasn't worked because it can't work, will never work. And he's pushing that turd right out in the middle of the table. Change of direction. Let the Arabs put up the money. Work out the details on ownership later. Once the new entity is making money, everybody has an incentive to not upset the applecart. This ostensibly off-the-cuff ramble is in fact brilliant triangulation, cutting the legs out from underneath long-standing positions (like moving the US embassy to Jerusalem). Forcing everyone to quit investing in positions that will NEVER work, that will only guarantee more conflict.
There is an implicit carrot & stick at play here, too. The carrot? USA will sort out the Iranian problem. The stick? peace for Israel, which means making the Palestinian problem go away (and with it the Iranian boogeyman.) Note his comments on Iran today (not gonna allow them to have a bomb). The two are totally connected. Palestinians brought this on themselves - prostituted themselves out to Iran as a proxy. and when it's all over, Arabs will be making money on something that used to cost them cash (Gaza), cost them political equity around the world, and risked destabilizing the entire region. The Palestinians have a reputation for that. They destabilize everything. After what they did on J6, they should lose Gaza forever. Very fair price. If you're going to be that barbaric, you better damned sure win. They didn't.
Trump knows the Arab weakness - the only thing they like more than pretending to be pious muslims is.....making money. Dude is a shark about understanding what makes people tick.
