Was he supposed to present his ID before or after being pepper sprayed and pushed on top of the woman the OCE agent had already pushed to the ground? Between the whistles and yelling it's impossible to tell what was said immediately before or during the altercation. I hope more video from further before the woman is pursued and shoved by the initial ice agent who pepper sprayed him is available but this looks like a situation where the smallest amount of deescalation by law enforcement could have ended the interaction.

ICE doing 0 for their optics. They're pretty clearly making no attempt to deescalate anything and going hands on at every chance. Tweets and press conferences from Stephen Miller and Bovino (and others) aren't helping. Trying to push a narrative within 30 min of an incident that is demonstrably improbably at best, and without any verification or evidence cuts directly against the narrative that has been pushed by the right for years that "the investigation needs to be completed and evidence gathered" before anyone jumps to conclusions.

he went to aid the two women that ICE knocked down, then put his arm up to deflect the pepper spray, then tried to help the woman off the ground, then was taken down from behind in a scrum with everyone slipping and sliding on the ice.

ICE escalated this non-threat into this fatal outcome. I do believe the ICE agent lost his temper from the women whistling and yelling and the poor guy took the worst of it.
