He made recommendations. Look at what the actual guidance was to use the shots by the medical world and manufacturer. That would require a certain level of responsibility and technical knowledge, so you may not have experienced it. Think of it this way, when you are told to use ice cream mix 5 days beyond the best by date do you still give the ice cream cones out at the Dairy Queen you work?
