Nope. I was amused last night and I'm still amused today. Horowitz didn't exonerate or claim bias didn't exist. He was unable to prove it beyond a reasonable doubt because he's limited in discovery as an IG.

Comey for instance got a security clearance at the last minute and was able to avoid certain questions.
