Guess what - if you are being detained or given an order by a law-enforcement officer, you aren't allowed to simply ignore it and "leave" and you certainly aren't allowed to willfully to drive a vehicle at a law enforcement officer regardless of the speed of the vehicle. And it's just as much breaking the law as trying to forcefully enter a restricted building, facility, or area.

The videos are somewhat ambiguous if you're not 100% convinced one way or another before you view them.
That said, in baseball, the tie goes to the runner. In a police / civilian confrontation, the tie goes to the police officer who is in front of your car while you're accelerating. He can't be required to just sit there and think "Boy, I hope she turns off this enough that it doesn't hurt me too badly." I mean, the woman was crazy enough to be driving around in the middle of the police officers in the first place with an intent to obstruct their activities. You're not really trusting her judgment at that point.
No he can't be required to just stand there, but by the time she started moving forward, he could have simply moved out of the way with a step or two. It's not clear whether she even knew he was there.
While she may have deserved to be arrested, that does not look like grounds for killing someone. It looks like reckless police work.
Depending on which video you look at, it looks to me like she did hit him. Glancing blow. He was moving one way, she was turning the other (which became more apparent as and after he shot than it was when he pulled the weapon), but at the moment he shot he was in front of her car and about to be (and was) hit. It was a bang-bang play, as they say.
I tend to think he should've just bailed out of the way and did not have to shoot her, but I'm also not the one who was in front of the moving car driven by a lady whose mere presence at that place and time tells me she's got particularly bad judgment.

"We" don't see a domestic terrorist, an attempt to run over someone, or harrasment or impeding of ICE in the video. She was trying to leave the scene by turning left, opposite the way ICE was traveleing. When she could not, she waived ICE past her. Neithe rof those fit the desctiption Noem gives.
We also do not see someone followng law enforcement training. The advancing officers were overly aggressive and wanted her out of the car for no apparent reason. They gave her zero time to comply with their orders before taking action. The shooter was taking cell phone footage and wandered in front of the vehicle, which is likely why he panicked and shot rather than just getting out of the way.
I do want to know why the car was parked as it was on the street and if the victim had interacted with ICE before the incident. But it is hard to imagine that she did so in a threatening way given how the agents conducted themselves.
Denying the facts you dislike doesn't make them disappear. We see someone attempt to murder an immigration officer after impeding their lawful duties and ignoring their lawful commands. Whatever ridiculous ideas about her fearing ICE too much to comply is dispelled by the fact she was previously harassing them. 1. The shooter walked in front of a running vehicle. That isn't just against code. That is moronic. He was to the left of her vehicle She turned to the right.
2. They had no reason to detain her when they tried to force her way into her vehicle.
3. They blocked medical help.
4. They fled the crime scene.
Not to mention that she executed a K turn to leave the scene. Not exactly a maneuver you make when trying to commit vehicular homicide.

I agree with this in its entirety. The only thing I'd add is that the FBI should not be impeding the State of MN investigation into the incident. The woman :made some terrible decisions, but I do not think she acted like a murderer or domestic terrorist. She did not deserve to be shot. The ICE agent needs to be suspended pending an investigation.
ICE did not make the streets of MN safer for this women.
