Maybe, but it's a message board pet peeve of mine when people try to make out an unpopular opinion as being super widespread when it's only being said by like one outspoken person. But I digress

I'm on record saying that the whole depth chart thing with Bennett being ahead of Walker White doesn't mean much. White is big and a good athlete, and I would've been willing to bet that he would have received the nod as starter before Bennett. This in my mind is likely an opportunity cost issue where they see a lot of other quarterbacks in the portal and feel like they can use that money somewhere else.

Compensatory dollars - at least tuition, room and board for the costs Baylor associates with certain players

Very realistic and not just Baylor.

You would look to unsigned HS players, May Juco graduates, and non-FBS college players if there are not capable FBS players remaining. The lower level colleges do not have the same portal window period as the FBS at least that is the rumor.
