The 500,000+ Jewish settlers in the West Bank don't allow themselves to ever be placed under Palestinian civil authority. Heck they won't even allow Palestinians to have a State at all.
The Palestinian authority itself only has LIMITED authority over the area anyway...basically what authority the Israeli military will let them have and ONLY over local arabs and never over ethnic Jews.
Its the Jews in the area who segregate themselves off in armed settlements and will never allow themselves to be governed by anyone but other Jews in Israel.
