I worked on a consulting project when I was still at a large retailer. Our IT department said they needed 6 months and about $500,000. I flew to NYC and myself and a couple other guys did it over the course of a weekend. Including travel expense it was less than $6,000.
I bet hundreds of millions could be saved with similar efficiency throughout the government. Probably billions.

Carter wanted to do zero based budgeting. The issue is the size of the budget, we are talking 1.7 trillion discretionary. At this size, doing year over year we are going to get these issues. There will be some fraud, which should be turned over to law enforcement for prosecution. But alot of it is just oversight and refunding of items that should not be funded through ominous bills. Interesting part will be how much actually left Treasury versus committed?
What I am hoping is that DOGE can come up with a system to review and identify this type of waste. There was no way to do it in 1976 when Carter wanted to do it. Today there should be. DOGE is doing a good job of getting it in the public eye, maybe we can get omnibus bills rethought out.
I guess they saved money on the competitive bids and the fit analysis.

There should never again be an omnibus bill. Discretionary spending should be reduced to zero or close to it (low millions, not billions or 1.7 trillion). Not one penny should be spent unless expressly authorized by Congress (no automatic increases anywhere). Same with regulations. Doing these while removing bureaucratic enforcement mechanisms (courts, police or military forces, etc) should defang much bureaucratic tyranny. It would also bring a more permanent fiscal discipline.
