If things are back opened, people start going out (a large majority would not for fear of getting the virus and passing it along to their kids and parents), and the economy picks up without a negative effect on our hospital system, he can claim himself a hero and might still have a chance in November.
If with things back opened and the virus gets worse, meaning more die or massive numbers of under 50s get sick and have to be hospitalized, overwhelming the healthcare system, he is toast for 2020.
I think the odds are that the latter situation is more likely. But either way he would be making a one-time irreversible bet on November. Who is willing to bet with complete confidence that the former option (opening up) does not cause alarming increases in cases which just statically would result in overflowing hospitals not even being able to take care of normal emergencies?
And anyone here not willing to admit that to Trump this is all about his re-election needs to go sit in the corner. because you are too stupid or biased to play. That trumps (no pun intended) everything....economy, peoples' lives, everything.
My opinion is that he will NOT reopen in two weeks. I think those surrounding him will convince him it is his worst option. And even if he does, the governors and local officials will not. They have to deal with the mess, not him.

What you have to remember is the Trump has not lead and ordered any of this. There is a PR campaign about 15 days of social separation that was announced in March 13th. But businesses were shutting down on their own. Universities were shutting down on their own. The NCAA was shutting down on its own. Disney and Universal resorts, Vegas and cruises were shutting down on their own.Adam Smith's invisible hand was at work and doing this before March 13th. Then shelter in place orders came but from Governors and local leaders depending on the state. There is nothing Trump can reverse because he wasn't the one who acted.
If he called on everything to go back to normal on Sunday night, it won't. This is out of his control.

The most vulnerable citizens have been doing what they're doing now from the beginning for the most part, at least in the terms of the elderly. The seniors that have been infected didn't catch this virus at a ballgame, concert or rave. I think Trump and Mnuchin having discretion on the bailouts is one of the sticking points they have been negotiaing.
