The reason we are where we are with deficit spending is that it's frightfully easy to add to government payrolls and programs, and almost impossible to cut any of them. First, federal workers are constantly held accountable. They have performance evaluations, etc., like everybody else.
Second, their responses will be judged by AI. Not by any human being.
Federal workers are real people with real families. Many of them voted for Trump. They were warned, but they did it anyway.

The impoverished issue has nothing to do with the cost of ID. In Georgia and many other states there is a free voter ID. The issue is the fluid nature of residency, which is an actual vote integrity issue. DOGE is looking for fraud, waste and abuse in the government. I read that there may be people on the payroll that do nothing other than collect a check or not exist at all. DOGE is looking into that.
