It is quite rare for bureaucrats to be motivated to service of the people. They always lean toward service of the state. For the overwhelming majority of them, it's not a conscious choice. It's just a culture that recognizes the need to build and defend the institution.....and then goes to far.
Bureaucracy is built to enforce, not to ponder the philosophy of common good.
