Portland city commissioner who supports defunding the police called 911 on her Lyft driver

The ride went downhill from there and Frost decided to cancel the ride. He pulled off into a Chevron station at an I-5 exit ramp in Ridgefield. But Hardesty refused to get out of the car and called 911 at 9:48 p.m.
Hardesty told the 911 dispatcher he dropped her off "in the dark at a filling station. And I'm not getting out. Not happening. All because I asked him to put the window up."
The dispatcher told her "technically it's his property and there's no crimes involved." Hardesty said Frost canceled her ride "and I'm just going to sit here until he gets me another ride."

A better question would be, why is he still mayor after 6 months of rioting in his city? (he was re-elected)

Probably largely because he could (plausibly) pass the blame Trump for instigating/inflaming/failing to quell them to avoid any accountability himself.

Let his political fortunes live or die on the basis of his own ability or inability to handle the issues of his city.

It's ok to say let's just let democracy work. It takes patience and a willingness to accept that not everything will be perfect right away. But issues like these will resolve themselves at a much smaller cost and you don't risk making things much, much worse.

Also, just Portland burning is vastly preferable than having 20 or so major cities burning at the same time, so it's hard to say there hasn't been a significant improvement. Let's give some credit and be thankful for that progress at least.

On August 8, 2020 - WaPo published this glowing praise of Portland protestors along with a Antifa fashion spread.

Trump sent agents to quell unrest. But protest is what Portland does best.
