That state senate district is 74% Hispanic, but I don't think it was so much a party choice as much as it was a personal choice. By personal choice, I mean that voters identified more with Flores since he was educated in West Texas, was a game warden out there, and was not a career politician....they knew him vs. Gallego who is a UT educated lawyer who had already spent time in DC as a congressman....it was more local vs DC because his primary message was that he wasn't a career politician; however, he had significant backing from conservative groups and politicians. That anti-career politician message translates across party lines very well.
