All they're trying to do with "mobility offices", is create infrastructure to get them documentation before they enter. That way, they can simultaneously drive the migrant numbers as high
as they want and credibly say they have secured the border. I.E. they are deconstructing the problem into two separate pieces in a way that undercuts the criticism they get on illegal immigration, forcing those critics to argue instead to stop refugee programs. That allows them to frame their critics as racists.

We already have "mobility offices." They're called consulates. .
